live in washington but met chris 26 years ago at hastings law school, two blocks from here. we were in the same section in the same study group. when we finished law school we both went to the east coast to work for large law firms. over the years we stayed in close touch. when chris was back from over seas we were frequent tennis partners and would get together for dinners and other events in washington. over the years our families became friends as well. it's been such a pleasure to come to know them and chris's many friends in washington and to watch his career unfold. we met on the first day of school. i sat down in our civil procedure class next to a person who turned out to be named chris highland. shortly thereafter chris stevens sat down next to me. the three of us went to lunch afterwards and became friends from that day forward. chris never tried to be someone special but he was someone special. when we were at hastings his charm and wit were on display from the start. in class he was very articulate and seemed as later in life always very poised and well spoken and at eas

to see how your great work here in rhode island is being amplified through washington around the country. "recovery benefits everyone" is the national theme this year, and when we see an event like this, when we see people in recovery, family, friends, and allies, everybody getting together, a lot of love, just a lot of celebration. it's very meaningful. it tells the community that people can and do recover and addictions are beatable. we have a torch-lit parade which goes down to waterplace park, and there are 300 luminaries, candles, in which people have-have filled out different cards. we have the candlelight procession, the torchbearers, and we're going to march right into the middle of waterfire. that brings it out into the public forefront. when you see the darkness descend, and you see 300 candles, and you see the torches, and then for the first time this year, we will be part of the official lighting of waterfire. rhode island is just, you know, the smallest state with the biggest event. what can i say? we are here today to advocate for recovering alcoholics and addicts, to educa

] discussionses with north beach community groups including renew sf, washington square park, friends of washington square park, telegraph hill dwellers, joining the development of the final supplemental seisseir, from 2006 to 2008. during the environmental review period, presentationses were made. comments received, and incorporated into the final environmental document. now, since 2006, the project held 10 community meetings in north beach to inform residents, business owners and organizations of the proposed construction activities. during the project's ten-year planning and development process, other retrieval shaft options along stockton and columbus street right-of-way were evaluate and had presented to the public including the option of removing the tbm from the chinatown station site. the environmental process concluded in 2008 that constructing the retrieval shaft on columbus avenue would cause the least disruption to traffic and public access to locals and businesses. now, that brings us to presentation. four community meeting were held before construction of the north beach

'm in washington, preparing for my assignment. as i walk around the monuments and memorials commemorating the courageous men and women that made america what it is, i'm reminded we too went through challenging periods, when america was divided by a bitter civil war 150 years ago. president abraham lincoln had the vision to pull us together toward a shared goal of peace and prosperity. growing up in california i didn't know much about the arab world. then after graduating from the university of california at berkeley, i traveled to north africa as peace corps engineer. i worked as an english teacher in morocco two years and quickly grew to love this part of the world. since joining the service i spent almost my entire career in middle east and africa. one of the things that impressed me were people old enough to have lived and traveled in the united states when we had closer relations. those days are back. we had 1,700 libyans apply for fullbright grants to study in the united states this year, more than any other country in the world. we know that libya is still recovering from an intense

went and you instructed us to wait for you at washington square park. another gift from milton and no moraling, just good. you laughed so hard when you guy ordered two peanut butter and jelly sandwichs in that dinner. the next time i saw you right before you died and the call and choking on tear s and barely able to speak you said "the doctor said i have two to four months left to live". there is no reply to such a statement and i gave none. ards and quite often i replay that conversation again and again and not stopping the looping recital. i was tormented with the knowledge that you knew you were going to leave us soon, and i would have sacrificed my every dollar, my ever pleasure for you to learn your death wasn't imminent. i am sure it was like a living presence and like a conjoined twin and can't get rid it and there everyday, and the weight of the greatest most profound and terrible knowledge a person can have. the thought of your having to haul this knowledge everywhere you went remains almost unbearable to me. to calm the panic caused by the fact that you knew yo

programs at tacoma, washington, what they found was the needle exchange program was the principal point of source of recommendations into drug treatment. think about it. people come to a needle exchange program so they can safely use their drugs without getting an infection and spreading it to other people. there is no coercion involved. it is the most important you can have for someone who is a known drug user what that suggests is that when people need to get help, when people are trying to get better, what they most need is to have the opportunity to find their own dignity, their own self, their own worth. having a judge or prosecutor with a hammer over your head saying you better be clear or i'm throwing you in jail. you better give me clean urines or i'm throwing you in jail. that may work for some people but that's no reason to make it a one size fits all model. in fact, huge numbers do seek out treatment whether it's 12 step or anything else, if that treatment is respectful, if it's quality, if it has evidence of success. we do not need the criminal sanction in order to get peopl

articulates your needs in washington, d.c. in may 2008, san francisco opened the office of small business, under the leadership of gavin newsom, under the urging of our small business leaders. the mayor heard there was a need for the community to have a small office to help the needs of our small businesses in san francisco, help them understand and navigate the complex structure in getting a business opened within the city and county of san francisco. initially, primarily, we were going to be about helping you understand licensing and permitting requirements, but, really, shortly after we open our doors, we understood that we were also, as a government entity, a place for people to come when they want to know about loans, about writing a business plan. where to go to do that, where to go to get assistance. we are also a resourced. when we do see people in our office, many of them are a year or two out from even opening their business, so we will ask them what their credits for is, have they done their business plans, do they know what they're capital needs are going to be, how much money
